Today, MSLF along with six other organizations filed comments on the Bureau of Land Management’s proposal to create rules establishing a new class of “conservation leases” intended to tie up vast areas of federal land in the West. This will have a tremendous impact on farmers, ranchers, and others who use publicly owned federal lands, like energy companies and recreationists. MSLF filed comments that deal with the issues of the regulators’ authority to create these new leases, the definitions in the proposed rules, and substantive matters related to proposed requirements involving restoration, protection of “landscapes,” mitigation, and NEPA compliance.
